I often use user defined aggregate function to do extra ordinary computation (eg: related row [position] computation) efficiently. Is there any plan for this feature? Is this feature have been considered in the storage design?

Currently, there are no planned features to allow for user defined functions, either single-row or aggregate.

Are the aggregate SQL functions you are thinking about general purpose (are they built in to other databases) or are they specific to your applications?

The aggregate SQL functions is specific to my application.

So I can compile my own aggregate function into library, then I can plug it into VoltDB with attach it to function via CREATE FUNCTION clause. I can unplug it too via DROP FUNCTION clause.

I apologize if I mislead you with my last comment. I meant to say that we currently do not have "user defined functions" on our product roadmap.

For now you'll need to bring bring back unaggregated data in your SQL and do the aggregation in your stored procedures in Java.
